{"id":5473,"date":"2024-08-15T07:53:58","date_gmt":"2024-08-15T05:53:58","guid":{"rendered":"https:\/\/javiergomiz.com\/drone-operator-registration\/"},"modified":"2026-03-28T20:53:23","modified_gmt":"2026-03-28T19:53:23","slug":"drone-operator-registration","status":"publish","type":"post","link":"https:\/\/javiergomiz.com\/en\/drone-operator-registration\/","title":{"rendered":"Drone operator registration"},"content":{"rendered":"\n<p><strong>Drone operator or UAS registration<\/strong> has started to become<strong> mandatory for most drone pilots<\/strong> with the entry into force of Implementing Regulation (EU) 2019\/947 and delegated regulation (EU) 2019\/945 of the commission on December 31, 2020.<\/p>\n\n<p>Drone operator registration is one of the <a href=\"https:\/\/javiergomiz.com\/en\/flying-drone-spain\/\">5 requirements to fly a drone in Spain<\/a>.<\/p>\n\n<p>If you operate in <strong>a professional or recreational activity<\/strong>, you must be <strong>registered as a drone operator<\/strong> <mark style=\"background-color:#fcb900\" class=\"has-inline-color\">if your drone meets any of these requirements<\/mark>:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>If you use any unmanned aircraft in &#8216;<a href=\"https:\/\/javiergomiz.com\/en\/open-category-civil-drones\/\">open category&#8217;<\/a>:\n<ul class=\"wp-block-list\">\n<li><strong>More than 250g MTOM<\/strong> (total take-off mass) or in case of a collision your drone can transfer a kinetic energy of more than 80 joules.<\/li>\n\n\n\n<li><strong>Irrespective of their weight<\/strong>, as long as they have built-in imaging equipment (<strong>cameras<\/strong>), unless in compliance with Directive 2009\/48\/EC (&#8220;Toys Directive&#8221;).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Any unmanned aircraft of any MTOM in &#8216;specific category&#8217;.<\/li>\n<\/ul>\n\n<p><\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>If you come from abroad, and you want to fly your drone here you must have previously <strong>registered your drone<\/strong> in any EU country (including Switzerland, Norway, Lichtenstein among others). This is <strong>new since the entry into force of the<\/strong><a href=\"https:\/\/javiergomiz.com\/en\/new-uas-royal-decree\/\"> new Royal Decree UAS 517\/2024<\/a>.<\/p>\n<\/blockquote>\n\n<p>The drone registration obligation is different, <strong>there is no longer a distinction between professional and recreational<\/strong>, <strong>nor between pilots registered in Spain and EU (including Switzerland, Norway, Lichtenstein among others)<\/strong>, and is as follows:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>If <strong>you fly your drone in open category<\/strong> you are not required to register your aircraft, only the registration as an operator in the case that the characteristics of your aircraft make you are obliged to perform this registration.<\/li>\n\n\n\n<li>If you are going <strong>to fly in a specific category<\/strong>, <mark style=\"background-color:#fcb900\" class=\"has-inline-color\">it is necessary to register the aircraft<\/mark>, as you will have to make an <strong>operational declaration or authorization request<\/strong>.<\/li>\n<\/ul>\n\n<p><\/p>\n\n<p>(Only for EASA registered pilots) In this case, you must access the \u2018aircraft\u2019 section which you will find by logging in to your user (<a href=\"https:\/\/sede.seguridadaerea.gob.es\/AESA_UAS\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">https:\/\/sede.seguridadaerea.gob.es\/AESA_UAS\/<\/a>). <strong> Inactive\u2019 status<\/strong> refers to aircraft that have been included in the profile but are not yet part of an operational declaration or authorisation. As soon as the aircraft is included in one of these two applications, the status automatically changes to \u2018Accepted Auto\u2019.  <\/p>\n\n<p>In short, you are exempt from having to complete this procedure if you have one of the so-called <a href=\"https:\/\/javiergomiz.com\/en\/unlicensed-drones\/\">unlicensed drones<\/a> that are less than 250 grams, or that are considered toys in the manufacturer&#8217;s technical specifications.<\/p>\n\n<p>Although you should be aware that drones such as the <a href=\"https:\/\/amzn.to\/3LvTIWA\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">DJI Mini<\/a>, <a href=\"https:\/\/www.amazon.es\/DJI-Mini-Combo-Plegable-Transmisi%C3%B3n\/dp\/B07FSZQK27\/ref=sr_1_3?keywords=dji%2Bmavic%2Bmini&amp;qid=1695287341&amp;sr=8-3&amp;th=1\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">DJI Mini 2<\/a>, <a href=\"https:\/\/javiergomiz.com\/en\/dji-neo\/\">DJI Neo<\/a> or <a href=\"https:\/\/javiergomiz.com\/en\/potensic-atom-se\/\">Potensic Atom SE<\/a>, although they weigh less than 250 grams, <strong>require you to register as a UAS operator<\/strong> to fly them in the \u2018open category\u2019, as they have a device that allows you to capture personal data (camera).<\/p>\n\n<p>Its typology does not fall under the Community Directive 2009\/48\/EC as <strong>it consists of two steps<\/strong>: <\/p>\n\n<ol class=\"wp-block-list\">\n<li><a href=\"https:\/\/sede.seguridadaerea.gob.es\/AESA_UAS\/iniciofirma.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">Register or create your profile on AESA<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/sede.seguridadaerea.gob.es\/sede-aesa\/catalogo-de-procedimientos\/registro-de-operadores-de-uas\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Registration to become a drone operator in Spain<\/a> is free of charge and can be completed via the AESA online portal using only your digital certificate.<\/li>\n<\/ol>\n\n<p><\/p>\n\n<p>This number must be visible on your drone and on the remote control of the drone you are piloting.<\/p>\n\n<p>It can be with a sticker as <strong>a Request the certificate from the FNMT website<\/strong><\/p>\n\n<p>The most common issuing entity is the <strong>F\u00e1brica Nacional de Moneda y Timbre (FNMT)<\/strong>.<\/p>\n\n<ol class=\"wp-block-list\">\n<li>Go to: <a href=\"https:\/\/www.sede.fnmt.gob.es\/certificados\/persona-fisica\/obtener-certificado-software\">sede.fnmt.gob.es\/certificados\/persona-fisica\/obtener-certificado-software<\/a><\/li>\n\n\n\n<li>Click on \u2018<strong>Request certificate<\/strong>\u2019.<\/li>\n\n\n\n<li>Enter your <strong>DNI\/NIE<\/strong>, <strong>full name<\/strong> and <strong>email address<\/strong><\/li>\n\n\n\n<li>You will receive an <strong>application code<\/strong> by email.<\/li>\n<\/ol>\n\n<p><\/p>\n\n<p><strong>2. Prove your identity in person<\/strong><\/p>\n\n<p>With this code, you must go to an authorised office to verify your identity. In Palma de Mallorca, you can go to: <\/p>\n\n<ul class=\"wp-block-list\">\n<li>\ud83d\udccd Tax Agency office<\/li>\n\n\n\n<li>\ud83d\udccd Government Delegation (Gerencia del Catastro)<\/li>\n\n\n\n<li>\ud83d\udccd Social Security (some offices allow it)<\/li>\n<\/ul>\n\n<p><\/p>\n\n<p>It is necessary to make an appointment, usually through the website of the corresponding body:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.agenciatributaria.es\/\">AEAT appointment<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/sede.seg-social.gob.es\/\">Seguridad Social appointment<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/administracion.gob.es\/\">Appointment for other agencies<\/a><\/li>\n<\/ul>\n\n<p><\/p>\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"%F0%9F%94%96_Take_with_you\"><\/span>\ud83d\udd16 Take with you:<span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n<ul class=\"wp-block-list\">\n<li>Your original <strong>DNI or NIE<\/strong><\/li>\n\n\n\n<li>The <strong>application code<\/strong> received by email<\/li>\n<\/ul>\n\n<p><\/p>\n\n<p><strong>3. Download the digital certificate<\/strong><\/p>\n\n<p>A few hours after verifying your identity, you will receive another email to download the certificate from the FNMT website.<\/p>\n\n<ol class=\"wp-block-list\">\n<li>Click on the same link as before<\/li>\n\n\n\n<li>Use the <strong>same computer and browser<\/strong> with which you made the application (very important!).<\/li>\n\n\n\n<li>Download and install it<\/li>\n<\/ol>\n\n<p><\/p>\n\n<p>I recommend you to make a <strong>backup copy of the certificate<\/strong> on a pendrive or external disk, in case you change computers.<\/p>\n\n<p><strong>\ud83d\udca1 Useful tips<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Use <strong>Firefox or Internet Explorer<\/strong> for the application, as some modern browsers (such as Chrome) may give errors.<\/li>\n\n\n\n<li>If you are <strong>self-employed<\/strong> or represent a <strong>company<\/strong>, you may need another type of certificate, such as a legal <strong>representative certificate<\/strong>.<\/li>\n\n\n\n<li>You can also use the <strong>eDNI<\/strong> or the Cl@ve system (clave.gob.es) if you already have it activated, as an alternative to the certificate.<\/li>\n<\/ul>\n\n<p><\/p>\n\n<p>You no longer have an excuse for not <strong>registering as a drone operator<\/strong> if this is your case.<\/p>\n\n<p>Once you have registered you will get a card like this one, in which your <strong>ID number<\/strong> will appear, and depending on the <strong>permits<\/strong> you already have, they will be reflected on the right.<\/p>\n\n<p>As you can see I have all the necessary to fly in &#8216;<strong>open and specific category<\/strong>&#8216;.<\/p>\n\n<figure class=\"wp-block-image aligncenter size-medium\"><img decoding=\"async\" width=\"300\" height=\"212\" src=\"https:\/\/javiergomiz.com\/wp-content\/uploads\/2023\/09\/certificado-operador-drones-300x212.jpg\" alt=\"Drone operator certificate\" class=\"wp-image-5463\" srcset=\"https:\/\/javiergomiz.com\/wp-content\/uploads\/2023\/09\/certificado-operador-drones-300x212.jpg 300w, https:\/\/javiergomiz.com\/wp-content\/uploads\/2023\/09\/certificado-operador-drones-768x543.jpg 768w, https:\/\/javiergomiz.com\/wp-content\/uploads\/2023\/09\/certificado-operador-drones.jpg 800w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/figure>\n\n<h2 class=\"wp-block-heading\" id=\"h-fecha-de-caducidad-del-registro-de-operador-de-drones\"><span class=\"ez-toc-section\" id=\"Expiry_date_of_drone_operators_registration\"><\/span>Expiry date of drone operator&#8217;s registration<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n<p>All ID cards have an expiry date, and this one is no exception. To meet the <strong>requirement to be registered<\/strong>, drone operators are required to review the information provided at least <strong>every 2 years<\/strong>.
