One of the most significant changes directly affects many professional operators: the use of the <strong>European standard scenario STS-01<\/strong>, which falls within the <strong>specific category of drones<\/strong>. <\/p>\n\n<p>In this article, we will clarify exactly what the <strong>specific category of STS-01<\/strong> drones is, how it differs from the old <strong>STS-ES-01<\/strong>, why this type of flight does not belong to the open category, what differences exist with <strong>STS-02<\/strong>, and what requirements are necessary to operate legally under this specific category of drones<\/a><\/li><\/ul><\/li><\/ul><\/nav><\/div>\n\n\n<p>What is the STS-01 Specific Category for drones?<\/p>\n\n<p>The<strong> specific category of STS-01 drones<\/strong> is a standard European scenario defined in Implementing Regulation (EU) 2019\/947 and applied in Spain under the criteria of <strong>AESA <\/strong>as the competent authority.<\/p>\n\n<p>This scenario allows for operations with drones that:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>They fall under the <strong>specific category<\/strong>, not the <a href=\"https:\/\/javiergomiz.com\/en\/open-category-civil-drones\/\">open category of drones<\/a>.<\/li>\n\n\n\n<li>They are carried out in <strong>VLOS <\/strong>(within the pilot&#8217;s visual range).<\/li>\n\n\n\n<li>They take place in <strong>populated areas<\/strong>.<\/li>\n\n\n\n<li>They are developed in a <strong>controlled terrestrial area<\/strong>.<\/li>\n\n\n\n<li>They are covered by an <strong>operational declaration<\/strong>, without the need for prior individual authorisation.<\/li>\n<\/ul>\n\n<p>The objective of STS-01 is to provide a <strong>predefined and standardised<\/strong> operational framework for operations that present a higher level of risk than that permitted in the open category, but sufficiently limited so as not to require an individual SORA analysis.<\/p>\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Difference_between_STS-01_and_the_former_STS-ES-01_as_of_1_January_2026\"><\/span>Difference between STS-01 and the former STS-ES-01 as of 1 January 2026<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n<p>Until <strong>31 December 2025<\/strong>, Spain permitted operations under standard <strong>national <\/strong>scenarios, such as the well-known <strong>STS-ES-01<\/strong>, which many pilots used for flights in urban environments.<\/p>\n\n<p>We can say that the STS-01 has definitively professionalised the specific category of drones. <\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>We will only be able to fly drones with a C5 rating, whereas previously we could fly drones with lower ratings, which were therefore more affordable.<\/p>\n<\/blockquote>\n\n<p>Do you know which drone has the C5 class rating we need to fly in class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"From_1_January_2026\"><\/span>From 1 January 2026:<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n<ul class=\"wp-block-list\">\n<li><strong>STS-ES are no longer legally valid<\/strong>, which means that all EAROs you have, prior to 1 January 2026, from the different types of air service providers that exist in Spain, such as ENAIRE, SAERCO and Skyway, are now invalid. This means that you have to <strong>renew your EAROs<\/strong>, both open and specific categories. Please, <a href=\"https:\/\/javiergomiz.com\/en\/contact\/\" type=\"page\" id=\"476\">ask me for a quote<\/a>. <\/li>\n\n\n\n<li>Only European <strong>Standardised Scenarios (STS)<\/strong> may be used.<\/li>\n\n\n\n<li>The equivalent scenario for urban flights in VLOS becomes exclusively <strong>STS-01<\/strong>.<\/li>\n<\/ul>\n\n<p>Although the type of operation may appear similar, the change is not just a matter of nomenclature. Although they are sometimes mentioned together, they are designed for very different operations. <\/p>\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"STS-01\"><\/span>STS-01<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n<ul class=\"wp-block-list\">\n<li><strong>VLOS <\/strong>operations<\/li>\n\n\n\n<li><strong>Populated environments<\/strong>.<\/li>\n\n\n\n<li>Controlled land area.<\/li>\n\n\n\n<li>Risk mainly focused on people on land.<\/li>\n\n\n\n<li>More spatially limited operations.<\/li>\n<\/ul>\n\n<p><\/p>\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"STS-02\"><\/span>STS-02<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n<ul class=\"wp-block-list\">\n<li><strong>BVLOS <\/strong>(beyond visual line of sight) operations, where we may need observers with us.<\/li>\n\n\n\n<li><strong>Sparsely populated<\/strong> areas.<\/li>\n\n\n\n<li>Longer distances and greater technical complexity.<\/li>\n\n\n\n<li>Risk focused on navigation, linking and airspace management.<\/li>\n<\/ul>\n\n<p><\/p>\n\n<p>In summary:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>STS-01<\/strong> is associated with controlled urban flights.<\/li>\n\n\n\n<li><strong>STS-02<\/strong> to more extensive technical operations, such as linear inspections or extended flights.<\/li>\n<\/ul>\n\n<p><\/p>\n\n<p>They are not equivalent or interchangeable scenarios.<\/p>\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Requirements_for_flying_in_the_specific_STS-01_drone_category\"><\/span>Requirements for flying in the specific STS-01 drone category<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n<p>In order to operate legally under the <strong>specific STS-01 drone category<\/strong>, AESA establishes a series of clear requirements that affect both the operator and the pilot.<\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>From 1 January, you will need a <a href=\"https:\/\/javiergomiz.com\/en\/c5-drone-specific\/\" type=\"post\" id=\"8848\">C5 drone to fly in a specific category of STS-01 drones<\/a>.<\/p>\n<\/blockquote>\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"533\" src=\"https:\/\/javiergomiz.com\/wp-content\/uploads\/2026\/02\/requisitos-categoria-especifica-conversion-sts-01.jpg\" alt=\"Specific category requirements for DRONES conversion STS-01\" class=\"wp-image-8828\" srcset=\"https:\/\/javiergomiz.com\/wp-content\/uploads\/2026\/02\/requisitos-categoria-especifica-conversion-sts-01.jpg 800w, https:\/\/javiergomiz.com\/wp-content\/uploads\/2026\/02\/requisitos-categoria-especifica-conversion-sts-01-300x200.jpg 300w, https:\/\/javiergomiz.com\/wp-content\/uploads\/2026\/02\/requisitos-categoria-especifica-conversion-sts-01-768x512.jpg 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Operator_requirements\"><\/span>Operator requirements<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n<ol class=\"wp-block-list\">\n<li>Be <a href=\"https:\/\/javiergomiz.com\/en\/drone-operator-registration\/\">registered as a UAS operator<\/a> and be declared as an operator (which is not the same as being an operator).<\/li>\n\n\n\n<li>Submit an <a href=\"https:\/\/sede.seguridadaerea.gob.es\/AESA_UAS\/Formularios\/PaginaPrincipal.aspx\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">STS-01 operational declaration<\/a> via the UAS operator profile on the AESA website.<\/li>\n\n\n\n<li>An <strong>operational authorisation<\/strong> shall be requested from the authority of the Member State in which it is registered, including a risk assessment with mitigation measures. The authorisation may refer to: \n<ul class=\"wp-block-list\">\n<li>One or more operations (\u2018ConOps\u2019 concept of operation).<\/li>\n\n\n\n<li>The approval of a LUC.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Have operational <strong>procedures <\/strong>in place that are appropriate for the scenario, such as:\n<ul class=\"wp-block-list\">\n<li>Have a valid EARO for a specific category<\/li>\n\n\n\n<li>Make a flight plan with ENAIRE PLANEA when<a href=\"https:\/\/javiergomiz.com\/en\/fly-drones-mallorca\/\"> flying drones in Mallorca<\/a> (as in my case), or with the contact provided in the information bar that appears when you click on the area where you want to fly on the <a href=\"https:\/\/javiergomiz.com\/en\/how-to-use-enaire-drones-map\/\" type=\"post\" id=\"7888\">Enaire drones map<\/a>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Operations manual<\/strong>, which is an internal document of the operator containing:\n<ul class=\"wp-block-list\">\n<li>Operating procedures in accordance with STS-01.<\/li>\n\n\n\n<li>Management of the controlled land area.<\/li>\n\n\n\n<li>Emergency procedures.<\/li>\n\n\n\n<li>Operation in VLOS.<br\/>If you do not have one, you can also <a href=\"https:\/\/javiergomiz.com\/en\/contact\/\" type=\"page\" id=\"476\">request a quote<\/a> from me to have one made for you.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>UAS documentation<\/strong>: you must be able to prove that the drone meets the requirements for the scenario.
